How to find employment in Italy for Belarusians, rules for safe departure and stay in the country.
In Italy, work permits for foreigners (Nulla Osta) are issued within the annual quotas (quote d’ingresso). A quota is the maximum number of foreigners (non-EU citizens) who can enter Italy to work in Italy. Only highly qualified workers, such as university faculty, can enter without considering the quota.
There are three main stages (for non-EU citizens) for official employment in Italy:
- Obtaining a work permit (Nulla Osta per lavoro subordinato);
- Obtaining a work visa D;
- Obtaining a residence permit in Italy.
Work permit Nulla Osta
After the publication of quotas for the upcoming year for foreigners, the employer in Italy submits a request to the Single Immigration Office (Sportello Unico per l’Immigrazione) at the Prefecture at the place of future work for the issuance of Nulla Osta for a specific foreign worker. After receiving the request, the Single Immigration Office requests data about the employer from the Labor Department of the given province, as well as the Questura (police) to determine if there are no obstacles to employment in Italy.
In case of a positive decision, the Work Permit (Nulla Osta per lavoro subordinato):
- is either issued to the employer;
- or sent to the Consulate of the country where the foreign worker will receive a work visa.
Work visa to Italy «Per lavoro subordinato»
The work permit Nulla Osta is valid for 180 days, during which the foreigner must obtain a work visa (type D «per lavoro subordinato»)
Employment
Persons permanently residing in Belarus and intending to apply for an entry visa for employment must apply to the Visa Department in advance. The «application form» with one glued photograph, filled out on all pages in Latin script, in Italian, Russian or English, by typewriter or in block letters by hand, is accompanied by the following documentation:
1. A passport valid for at least three and a half months after the expiration of the requested visa, containing at least 2 blank pages (spread), issued no more than ten years ago.
a. copy of three pages (personal data and photo of the applicant)
b. copy of the latest Schengen visas
2. Work permit issued no more than six months ago by the Provincial Employment Office, with the appropriate permit (nullaosta) from the questura (original and copy), accompanied by a copy of the employment contract concluded with the foreign citizen.
3. For domestic workers: a medical certificate confirming good health and the absence of infectious diseases, translated and legalized (certificate apostilled).
4. Round-trip ticket; when traveling by car: international insurance policy (green card), vehicle technical passport.
The embassy reserves the right to request other documentation to supplement the above.
If the decision to issue a work visa to Italy is approved, the Consulate will affix a sticker to the foreigner's passport and notify the Italian Ministry of Interior, Ministry of Labor and Social Security, National Social Security Institute, and State Insurance Institute against industrial injuries.
The entire process of obtaining permission and issuing a work visa takes an average of 3 to 6 months.
Residence permit (ВНЖ) in Italy
After entering Italy on a work visa, a foreign worker must apply to the Single Immigration Office (Sportello Unico per l’Immigrazione) at the Prefecture at the place of future work within 8 days to obtain form Mod 209 — a document for obtaining a residence permit card.
Residence permit in Italy Permesso di Soggiorno is an identity card for a foreigner issued by the immigration department of the Italian police. If this card is not received, the foreigner will be considered an illegal immigrant.
Obtaining a residence permit (permesso di soggiorno).
Within eight days after entering Italy, you must contact the Single Immigration Office (Sportello Unico per l’Immigrazione) to sign a contract with the employer.
To submit documents for obtaining a residence permit, you will need to go to the nearest post office. At the Sportello Amico window, take a free A4 envelope with document forms. The envelope says: Richiesta di rilascio/rinnovo del permesso/carta di soggiorno per cittadini stranieri. Fill out all the necessary modules. Instructions for filling out are in the envelope. You can fill out the documents at home.
When sending the envelope, you will need to pay the following fees:
marca da bollo (purchased at a tobacco shop)
fee for making an electronic plastic residence permit
postal expenses.
The residence permit per lavoro subordinato is issued:
For 2 years if the employment contract is concluded for an indefinite term
For 1 year if the employment contract is concluded for a specific term
After sending the envelope, you will receive a postal slip called ricevuta (Ricevuta di Permesso di Soggiorno), containing a hologram and personal codes (in the upper left corner, a 12-digit individual number signed as PASSWORD, and in the upper right corner, a 12-digit USER ID number). This slip will be your document until you receive the residence permit. Along with the ricevuta, you will receive another slip (Convocazione), which will indicate the date and time of your visit to the Questura to submit fingerprints and a list of documents that must be provided. When your residence permit is ready, you will receive an SMS message indicating the day when you can pick it up.
