    Working in France. How a Belarusian can legally find employment

    To get a job in France, you need a work permit.

    For this, you need to find a future employer in advance, who must contact the local department of foreign labor of the DIRECCTE institution (Direction générale de la concurrence, de la consommation et de la répression des fraudes – regional directorate for entrepreneurship, competition, consumption, work and employment: www.direccte.gouv.fr). The selection criteria are the professional skills of the applicant and the demand for the specialty they offer in the labor market. According to French legislation, the available job must first be offered to a French citizen. A foreigner can only take a vacancy if no French citizens are willing to take it.

    If the application is approved, the relevant office of the OFII (Office Français de l’Immigration et de l’Intégration – an agency in France responsible for migration and reception of foreigners: www.ofii.fr) will send this document to the consular department of the French embassy in Minsk to obtain permission to issue a visa. After the consular department receives the application for a visa for the applicant, the applicant will be sent a letter with a list of necessary documents for obtaining a visa and work permit.

    Employment with the EU Blue Card in France

    In France, as in many other EU countries, there is the "EU Blue Card" program for highly qualified specialists from abroad.

    The EU Blue Card is issued for a period of 1 to 3 years and grants the right to work in France for a specific employer. The card can be renewed if all the necessary conditions are met. During the first two years of the card's validity, its holder has the right to work only in the profession specified in the employment contract. After two years, it is possible to work in any profession requiring high qualifications.

    Requirements for Blue Card recipients in France

    To obtain the EU Blue Card in France, it is necessary to provide an employment contract concluded with a French employer for a period of at least 12 months, which must stipulate an annual salary at least 1.5 times the average salary in the country. The salary amount is reviewed annually. In 2014, the minimum salary for obtaining the EU Blue Card in France was 52,750.50 euros per year before taxes.

    The necessary requirements are: having a diploma from a graduated accredited university (at least 3 years of study), or proof of 5 years of work experience in the specialty at a level comparable to the level of the proposed vacancy.

    How to apply for the EU Blue Card in France?

    The application for the Blue Card is submitted at the French consulate in the country of which you are a citizen, simultaneously with the application for an entry visa.

    If a positive decision is made, you will be issued a visa for long-term stay in France. The EU Blue Card is issued and granted on site in France. To do this, you must contact the Prefecture at your place of residence.

    You do not need to obtain a visa in the following cases:

    If you already legally reside in France with another residence permit;

    If you have a Blue Card issued by another EU member state where you have lived for at least 18 months.

    In these cases, you should contact the prefecture at your place of residence and apply for the French Blue Card.

    Documents required for obtaining the EU Blue Card in France

    A valid passport

    Completed CERFA form number 13653*03 with attachments

    A letter from the employer describing the reasons for the need to hire a foreigner and their job duties

    A university diploma with an attached statement from the university that you studied there for at least 3 years

    CV or other proof of your professional experience (for example, letters from previous employers).

    The list of documents, the need to translate them into French and notarize them — these details must be clarified in advance at the embassy or consulate of France. Additional documents from the employer (proof of tax payments, etc.) may also be requested.

    The fee for issuing a French Blue Card is €241, and for its renewal — €87.

    Attention! The Blue Card grants the right to reside and work only in the EU country that issued it. If you held a Blue Card of the EU in another EU country within the last 18 months and now want to move to France, you can obtain a French Blue Card. You need to submit documents for its issuance within a month after arriving in France. In this case, you must meet all the aforementioned requirements: have a job offer with an appropriate salary, higher education, or five years of work experience in your profession.

    Blue Card for family members

    Spouses of specialists who received a Blue Card in France can obtain a temporary residence permit (hereinafter referred to as TRP), granting the right to work in France. Such a TRP is issued for a period equal to the validity period of the spouse's Blue Card and can be extended simultaneously with the Blue Card. Minor children have the opportunity to obtain permission to stay in France for a period equal to the validity period of their parents' Blue Card. Spouses and children of specialists who received a Blue Card do not need to go through the family reunification procedure.
