    How to obtain and register a temporary or permanent residence permit in Russia if you want to immigrate

    Ways to obtain residence permit and permanent residence in Russia

    Citizens of the Republic of Belarus have a simplified procedure for obtaining Russian citizenship.

    Citizens of the Republic of Belarus born in the territory of the Russian Federation (RSFSR) or who lived before December 21, 1991, in the territory of the acquired citizenship, or who have close relatives who are citizens of the Russian Federation living in the territory of Russia, who have arrived at their permanent place of residence in the Russian Federation, have the right to obtain Russian citizenship in a simplified manner on the basis of the Agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on a simplified procedure for acquiring citizenship dated February 26, 1999.

    In order to arrange departure to the Russian Federation for permanent residence, it is necessary to go through a special procedure involving obtaining a passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus (hereinafter referred to as the RR series passport) with simultaneous deregistration at the previous place of residence in the Republic of Belarus. At the same time, a citizen wishing to permanently reside abroad, before issuing the relevant documents, must fulfill the following obligations:

    • fulfill tax obligations (certificate from the IMSS);
    • terminate the activities of an individual entrepreneur - for citizens carrying out such activities in the territory of the Republic of Belarus;
    • obtain consent from the military commissariat to arrange permanent residence outside the Republic of Belarus - for conscripts (certificate from the military commissariat in the prescribed form);
    • fulfill alimony obligations - for citizens who have minor children residing in the Republic of Belarus, as well as for citizens who are obliged to pay alimony in relation to a spouse, former spouse, disabled adult children in need of assistance, or disabled parents in need of assistance;
    • reimburse the expenses incurred by the state for the maintenance of children in state care - for citizens who, in accordance with the legislation of the Republic of Belarus, are obliged to reimburse such expenses.

    Citizens who have received a passport of the RR series are required to register with the consular office at the Embassy of the Republic of Belarus in the Russian Federation. After that, you can submit documents for obtaining Russian citizenship to the territorial bodies of the FMS of Russia at the place of residence.

    List of documents attached to the application for admission to Russian citizenship:

    • notarially certified copy of the national passport of a citizen of Belarus (RR series) with a stamp on departure for permanent residence in the Russian Federation and registration with the consular office at the Embassy of the Republic of Belarus in Russia (or at the branches of the Embassy of the Republic of Belarus in the Russian Federation);
    • permanent residence permit in the Russian Federation;
    • notarially certified copy of the birth certificate;
    • notarized copy of the certificate of marriage conclusion or dissolution (if available);
    • for citizens of Belarus acquiring Russian citizenship in accordance with clause A of part 1 of article 1 of the Agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on simplified procedure for acquiring citizenship dated February 26, 1999 – in case of residence in the territory of the RSFSR before December 21, 1991, documents confirming residence are submitted;
    • for citizens of Belarus acquiring Russian citizenship in accordance with clause B of part 1 of article 1 of the Agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on simplified procedure for acquiring citizenship dated February 26, 1999 – the passport of a close relative who is a citizen of the Russian Federation is submitted: spouse, one of the parents (adoptive parents), child (including adopted), sister, brother, grandfather or grandmother, grandson or granddaughter) residing in the territory of the Russian Federation (having registration of place of residence) and documents confirming the family relationship.
    • receipt for payment of state fee;
    • 4 photos b/w 3x4 cm.

    If the applicant submits copies of other necessary documents, they must be certified in accordance with the legislation of the Russian Federation on notaries.

    The application is drawn up in Russian. All documents submitted together with the application, executed not in Russian, must be translated into Russian. The accuracy of the translation or the authenticity of the translator's signature must be certified by a notarial entry.

    Documents issued by a foreign competent authority, for their recognition as valid in the Russian Federation, must be legalized or an apostille must be affixed to them, unless otherwise provided by an international treaty of the Russian Federation.

    If there are minor children whose citizenship is changing simultaneously with one of the parents, notarized copies of the children's birth certificates, a copy of the second parent's passport, and a notarized consent of the child aged 14 to 18 years to acquire Russian citizenship are attached to the materials. If the child is registered with migration authorities, a notarized consent of the second parent who is not a citizen of the Russian Federation to change the citizenship of the minor is provided.

    First of all, anyone wishing to obtain Russian citizenship must clearly understand that in each case, to obtain it, they must go through the stages of obtaining a temporary residence permit (TRP) and a residence permit (RP). There is an exception only for citizens of the Republic of Belarus, according to which they can apply directly for a residence permit, and an RR series passport is not needed, but there must be a place for permanent registration. This is convenient if you do not want to lose your current citizenship.
