
In accordance with paragraph 3 of Article 62 of the Constitution of the Russian Federation, foreign citizens and stateless persons are endowed with rights and obligations in the Russian Federation on an equal basis with citizens of Russia.
State (final) certification is carried out in the following forms:
Foreign citizens, stateless persons, refugees, and internally displaced persons who have completed basic general education programs of secondary (complete) general education in full-time, evening, or correspondence forms, as well as in the form of external studies, family education, or self-education, and who have been admitted in the current year to state (final) certification, i.e., those with positive annual grades in all subjects of the curriculum of the general education institution, can take the USE.
Those wishing to undergo state (final) certification, including those who studied in the form of external studies, must submit an application to the head of the general education institution no later than March 1.
The general procedure is regulated by the Regulations on the forms and procedure for conducting state (final) certification of students who have mastered basic general education programs of secondary (complete) general education.
Admission to higher educational institutions (obtaining higher education for the first time)
Foreign citizens and stateless persons, including compatriots abroad, can study in Russian universities. Regulatory documents define these categories of applicants as foreign citizens.
The procedure for admitting foreign citizens to state-accredited educational institutions of higher professional education in the Russian Federation is currently determined by the relevant order of the Ministry of Education and Science of Russia dated December 29, 2009, No. 841 (registered by the Ministry of Justice of Russia on March 10, 2010, registration No. 16582).
Foreign citizens arriving in the Russian Federation for the purpose of study are admitted to higher educational institutions: in accordance with international treaties; within the limits of admission quotas in the areas designated by the Ministry of Education and Science of Russia; in accordance with direct agreements of the higher educational institution for places within the number established by the license, with payment for the cost of study on the conditions determined by the admission rules.
Persons residing in states located on the territory of the former USSR may be admitted to higher educational institutions on a competitive basis for places funded from budget funds, in the manner determined by the admission rules of a specific higher educational institution. At the same time, higher educational institutions should be guided by the principles of social support for persons experiencing difficulties in exercising their rights to education.
The Ministry of Education of Russia annually informs higher educational institutions about the concluded international treaties establishing the rights of foreign citizens to be admitted to higher educational institutions.
Admission of foreign citizens to study at higher educational institutions under the open names of closed specialties is allowed only with the permission of the Ministry of Education of Russia after positive decisions of the intra-university and departmental export control commission.
In accordance with international treaties and the Procedure for Recognition and Establishment of Equivalence of Foreign Education Documents, approved by Order of the Ministry of Education and Science dated April 14, 2009, No. 128 (), Rosobrnadzor annually issues an information letter "On Recognition of Foreign Documents on Basic General and Secondary (Complete) Education", according to which heads of educational institutions must accept without a certificate of equivalence state-issued education documents from countries such as:
the Republic of Azerbaijan, the Kyrgyz Republic, the Republic of Abkhazia, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Republic of Tajikistan, the Republic of South Ossetia, Turkmenistan, Ukraine.
Continuation of Education (Second Higher Education, Postgraduate Studies, etc.)
Foreign citizens who have received education abroad and wish to continue their education in Russia to obtain a second higher education or an academic degree, including citizens of the CIS member states, should submit a certificate of equivalence of foreign state education documents to a diploma of higher professional education of the Russian Federation issued by the Ministry of General and Professional Education of the Russian Federation, for which the procedure of nostrification is carried out, that is, recognition of education documents and qualifications.
Training, preparation, and professional development of foreign citizens in Russian educational institutions, as well as citizens of the Russian Federation in foreign educational institutions, are carried out under direct agreements concluded by educational institutions, associations, education management bodies, other legal entities, as well as individuals in accordance with international treaties of the Russian Federation.
