Since April 1, 2026, foreign citizens entering Belarus will undergo mandatory fingerprint registration.

In accordance with the entry into force of the Law of the Republic of Belarus dated February 2, 2026, No. 130-Z "On Amending Laws on Fingerprint Registration," changes will be made to the country's legislation starting April 1, 2026.
Starting from this date, border service authorities will begin conducting mandatory state fingerprint registration of certain categories of foreign citizens and stateless persons when they cross the State Border. This procedure will also be carried out in the area of the Brest Border Group.
Who is subject to registration and who is exempt
Registration is not required:
· minors under the age of 14; · foreigners who have reached the age of 75; · citizens of the Republic of Belarus and the Russian Federation; · heads of foreign states and governments; · persons with diplomatic status, as well as members of their families.
Consequences of refusal
A foreign citizen's refusal to undergo fingerprint registration may become grounds for refusal of entry into the Republic of Belarus in accordance with the requirements of the Law "On the Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus."
It is important to emphasize: these changes do not affect citizens of the Republic of Belarus in any way. The measures taken concern only foreigners and are aimed at ensuring the border security of the state.
