In Belarus, the number of labor migrants is increasing: how the Ministry of Internal Affairs is monitoring the situation

The number of foreign citizens coming to Belarus for work increased by one and a half times in the first nine months of 2025 compared to last year — from 21 to 32 thousand people.
This was announced by the head of the Department of Citizenship and Migration of the Ministry of Internal Affairs, Ivan Novikov, in an interview with a BELTA correspondent.
According to him, the country remains attractive for labor migrants due to living conditions and employment opportunities, and law enforcement agencies ensure control over the legality of stay.
In the first half of the year, about 500 thousand foreign citizens and stateless persons visited Belarus, not counting entries from the territory of Russia.
Most often, the border was crossed by citizens of Russia, Lithuania, Ukraine, Latvia and Poland.
As of October 1, more than 230 thousand foreigners were registered with territorial bodies of internal affairs, of which 167 thousand reside permanently.
63 thousand people have permission to temporary residence, among them 24 thousand students and more than 32 thousand labor migrants.
In connection with the increase in the number of foreigners, the internal affairs bodies have strengthened measures to prevent offenses.
Checks are carried out at the place of registration, raids are conducted in places where persons who are in the country illegally may be present.
Preventive measures are organized with those included in the risk group.
