How to obtain a temporary residence permit in Belarus for citizens of Russia?

    30.04.2025
Belarus is an attractive destination for Russians looking to move to another country while maintaining cultural and linguistic proximity. Thanks to the Union State, simplified rules for entry and stay apply between the Russian Federation and the Republic of Belarus. In this article, we will look at how Russians can obtain temporary residence permit (TRP), what documents are needed, and where to apply.

A). Do Russian citizens need a visa to enter Belarus?

No. Citizens of the Russian Federation can enter Belarus with an internal or international passport without a visa and stay in the country for up to 90 days without registration. If staying for more than 90 days, it is necessary to obtain a temporary residence permit (TRP).

B). How to get a temporary residence permit (TRP)?

       Where to apply?

The application is submitted to the territorial department of citizenship and migration at the place of future residence.

Grounds for obtaining TRP (Article 48 of the Law of the Republic of Belarus dated January 4, 2010, No. 105-Z "On the Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus"):

       - Working under a contract with a Belarusian employer.

       - Studying at universities and colleges in Belarus.

       - Marriage to a citizen of Belarus.

       - Family reunification.

       - If you are Belarusian or a descendant of Belarusians.

       - Ownership of residential property.

       Obtaining refugee status/additional protection.

After receiving a temporary residence permit, a citizen of Russia is obliged to reside only at the address where he registered. When changing place of residence, it is necessary to contact the citizenship and migration department within five days, excluding Sundays and holidays, to make changes about the new place of residence.

C). What documents are needed to apply for a temporary residence permit?

       - Application form.

       - Passport of a citizen of the Russian Federation.

       - Documents confirming sources of income.

       - Document confirming the basis (employment contract, marriage certificate, letter from the university, etc.).

       - Residence document (housing lease agreement).

       - Receipt for payment of the state fee.

       Are Russian documents recognized?

Yes. Legalization of documents is not required.

D). Reasons for refusal of temporary residence permit

       - Violation of migration legislation (overstay, фиктивный брак, administrative liability, etc.).

       - Submission of forged documents.

       - Having a criminal record for serious crimes (the record has not been expunged or погашена).

       - Lack of confirmed basis for residence.

E). How to appeal a refusal?

If you have been denied a temporary residence permit, you can:

       - File a complaint with a higher citizenship and migration department.

       - Appeal in court.

Obtaining a temporary residence permit in Belarus for Russians is a process that requires preparing documents and adhering to deadlines. The main thing is to choose the correct basis (work, study, marriage) and submit the application on time.

Calls and written inquiries are temporarily not accepted!
