Belarus for citizens of Ukraine: how to enter, register and not break the rules

Since February 24, 2022, more than 355,000 Ukrainians have crossed the border with Belarus, some seeking temporary asylum, others heading to work or study. This article contains the current requirements and rules for staying in the Republic of Belarus for 2025: what documents are needed at the border, how to register correctly, and how long you can stay in the country without violating the law.
What documents are needed for entry?
To cross the Belarusian border, Ukrainian citizens must have:
• A foreign passport is suitable for both biometric and regular ones.
• Additional documents (if available): an invitation, confirmation of employment, study, or reservation of accommodation. These papers can be requested upon entry.
In what cases can entry be refused?
There are grounds on which entry to Belarus may be refused:
• The passport is invalid or expired;
• The person is included in the list of persons banned from entering the Republic of Belarus.

Registration: who is obligated, when and how does it go? Who needs to register?
Citizens of Ukraine who plan to stay in Belarus for more than 30 calendar days are required to undergo the migration registration procedure.
How is registration going?
• Through the Department of Citizenship and Migration (OGiM) at the address of the actual stay.

In case of entry from the Russian Federation, registration via the Internet is not possible.
What documents will be required?
• Passport (foreign);
• A document confirming the accommodation (for example, a lease agreement).
If you change your place of residence in Belarus, you need to re—register at a new address.
Terms of legal stay:
• Up to 30 days — without mandatory registration;
• Up to 90 days within six months — subject to registration;
• For long-term residence, a temporary residence permit (PRA) is required.
Responsibility for violation of migration rules:
• Violation of the length of stay or lack of registration can result in a fine of up to 50 basic units (about 2,100 BYN in 2025).;
