Belarus has approved the regulation on the system for exchanging data with Russia on foreigners
The Belarusian government has approved by its decree the regulation on the procedure for the functioning of the information system for exchanging information with the Russian Federation about foreigners, according to a document published on the national legal Internet portal of the republic.
"Approve the regulation on the procedure for the functioning of the information system for exchanging information," the decree says.
The regulation determines the procedure for the functioning of the information system for exchanging information about border crossings at checkpoints, issued, annulled, declared invalid and confiscated permits for entry, exit, stay and transit, as well as about issued, annulled, declared invalid and confiscated identity documents of foreign citizens and stateless persons staying or residing on the territory of the Union State. It also defines the procedure for the operation of the data exchange system for documents for attending international cultural and sports events.
The information system is intended to automate interstate information exchange in electronic form between competent authorities, as well as to collect, store information received from the information systems of Russia, and provide it in electronic form to users in accordance with their rights. The regulation specifies the rights of information system users, requirements for the composition and procedure for processing information, including personal data of foreigners.
The information system is formed on the basis of information about foreigners temporarily staying, temporarily or permanently residing in Belarus, formed for transmission to the Russian Federation, about foreigners temporarily staying, temporarily or permanently residing in Russia, formed for transmission to Belarus. It is also formed from data on border crossings by foreigners at the checkpoints of Belarus and Russia, formed for transmission by the parties to each other. The system contains information on issued, annulled permits for entry, exit and stay in Russia, transmitted to Belarus, and vice versa, as well as on sold tickets, accreditations for international events providing the right to visa-free entry into Belarus or Russia.
According to the document, the operator of the information system for exchanging data in Belarus is the state enterprise "National Center for Electronic Services". The users are the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the State Border Committee, the KGB, the State Control Committee, the Operational-Analytical Center under the President, and the ticketing operator (in terms of data entry).
Cross-border data exchange is carried out via secure communication channels.
On January 11, 2025, the Belarusian-Russian agreement on mutual recognition of visas came into force. Signed on June 19, 2020, the agreement regulates the procedure for foreign citizens and stateless persons to cross the common border of the states parties to the agreement on the creation of the Union State, including its land section, which was previously open only to citizens of Belarus and Russia. According to the agreement, the parties mutually recognize visas granting the right to enter and stay in the territories of Belarus and the Russian Federation, as well as marks on crossing the external border of the Union State. Entry into the territories of Belarus and Russia is possible both through international checkpoints across the state border and directly via the international railway and air routes used, as well as on the roads at six sections.
The head of the Ministry of Internal Affairs of Belarus, Ivan Kubrakov, said in March that there are no problems in interacting with Russian colleagues on the implementation of the Belarusian-Russian agreement on mutual recognition of visas. According to him, information exchange is carried out online: there is a special program through which the parties exchange information, including about persons whose entry is undesirable to the territory of the Union State.
