    Employment of citizens of Tajikistan and Turkmenistan in the Republic of Belarus

    24.03.2025
       The Republic of Belarus is an attractive destination for labor migration of citizens from the CIS countries, including Tajikistan and Turkmenistan. One of the main factors contributing to this is a steadily developing economy, the need for qualified personnel, and ample employment opportunities. The advantages of working in Belarus include relatively high salaries, social security, and guarantees for foreign workers within the framework of national legislation. In this context, it is important to understand what steps citizens of Tajikistan and Turkmenistan need to take to find employment in Belarus.

       A). General rules for employment of foreign citizens in Belarus

       In the Republic of Belarus, labor migration is regulated by the Law of the Republic of Belarus dated December 30, 2010, No. 225-Z "On External Labor Migration," which describes the procedure for employment of foreign citizens. According to this law, in order for a foreign citizen to work in Belarus, it is necessary to obtain a special work permit.

       Special work permit is a document that confirms the right of a foreign citizen to work on the territory of Belarus and is mandatory for most categories of workers. However, there are exceptions.

       Citizens of Tajikistan and Turkmenistan can get a job without a special permit if they apply for jobs in professions and positions determined by the resolution of the Ministry of Labor and Social Protection dated December 12, 2024, No. 99.

       For citizens of Tajikistan and Turkmenistan, there are several ways to find work in Belarus. One of the popular sources is the nationwide vacancy bank https://gsz.gov.by, as well as job search platforms such as https://rabota.by, where you can find job vacancies with the possibility of accommodation, as well as other thematic Internet resources, print media.

       B). Documents for hiring

       To start working in Belarus, citizens of Tajikistan and Turkmenistan must provide the following documents:

       • Passport of a citizen of their own country;

       • Documents confirming qualifications (diplomas, certificates, if the job requires special knowledge);

       • Documents confirming the legality of stay in the territory of the Republic of Belarus (for example, temporary residence permit, work visa);

       • Medical certificate (upon request of the employer).

       An immigrant worker, in accordance with Part 1 of Article 33 of the Law on External Labor Migration, enters into a fixed-term employment contract. In addition, the employment contract must contain mandatory conditions, such as the term of the employment contract, the amount of wages, working conditions and rights of the parties, and medical care.

       As for the recognition of documents issued in Tajikistan and Turkmenistan, they must be legalized in accordance with the requirements of Belarusian legislation. In most cases, documents must be translated into Belarusian or Russian.

       C) Visa issues

       Citizens of Tajikistan can enter Belarus without a visa for up to 30 days. For a longer stay, a work visa is required. Entry for citizens of Turkmenistan to Belarus is visa-required, and therefore they must obtain a work visa at the diplomatic missions of Belarus.

       To obtain a work visa, you must:

       • Have an invitation from a Belarusian employer;

       • Complete a visa application;

       • Present a passport;

       • Pay the consular fee.

       D) Legalization of stay in Belarus

       Upon arrival in Belarus, citizens of Tajikistan and Turkmenistan must register with the local department of citizenship and migration, obtain temporary residence, and get the necessary documents for work.

       Citizens of Tajikistan and Turkmenistan, when seeking employment in Belarus, can receive consultations on issues of labor migration and employment through the hotline of the NGO "Club of Business Women".
