In what cases is work experience abroad taken into account when assigning a pension in Belarus?

In life, it happens that some go to work abroad in pursuit of big money, while others do so on the instructions of their company's management. Will the period of work outside Belarus be included in the length of service for pension purposes in both situations?
Explanations on this matter were given on the website of the Ministry of Labor and Social Protection of the Republic of Belarus, citing Article 51 of the Law "On Pension Provision". It states that periods of employment, including those abroad, are included in the length of service, provided that the main condition is met. During work outside Belarus, mandatory insurance contributions must be paid for the employee into the budget of the State Extra-Budgetary Fund of Social Protection of the Population of the Republic of Belarus.
If an employee is seconded abroad by the employer for an extended period, the employer must make contributions to the budget of the Social Protection Fund on behalf of the employee in accordance with the procedure established by law, the department clarifies.
In situations where Belarusians leave the country in pursuit of high earnings and are not officially bound by labor relations with an employer in Belarus, they can voluntarily pay contributions to pension insurance to the Social Protection Fund. This right is granted to them by the Law "On the Fundamentals of State Social Insurance", which states that for this category of workers, the amount of contributions to the Social Protection Fund is 29% of the income they declare.
But there is one caveat. The Ministry of Labor warns that if an employee pays contributions from income less than the minimum wage, which is 626 rubles as of January 1, 2024, then the length of service for pension purposes will be applied with a correction factor. In other words, not a full month or year will be counted.
– To exercise the right to voluntary payment of contributions for pension insurance purposes, a citizen must register as a contributor at the district office of the territorial body of the Social Protection Fund at their place of residence in Belarus, – the department explained.
When registering with the Social Protection Fund, Belarusians working abroad will be explained the procedure for transferring contributions and will have their questions answered.
