Belarus has adopted new rules for permanent residence abroad.

New rules for leaving the country for permanent residence abroad have been adopted in Belarus, this follows from the resolution of the Council of Ministers No. 798 of November 20, 2023 "On issuing permission to citizens for permanent residence abroad." The document is published on the National Legal Portal.
The resolution approves the Regulations on the procedure for issuing permission for permanent residence outside the Republic of Belarus to citizens of the Republic of Belarus. Under the old rules, citizens of the male sex aged 16 to 27 who are registered or required to be registered with the military accounting office, but are not in the reserve, had to obtain permission to emigrate from the country. According to the new rules, citizens who will turn 16 in the calendar year of the intended date of departure for permanent residence in another country must also coordinate emigration with the military commissariats.
Another category is also being added — citizens aged 18 to 27 who did not serve in the army for health reasons and were enlisted in the reserve. They will also need to obtain official permission from the military commissariat.
Changes also affected registration with the consular office. Previously, a citizen needed to register with the Belarusian consulate or embassy. The new provision simply provides for a mark in the passport on page 29 about departure abroad for permanent residence. If the passport is biometric, the mark is placed on page 2. If a person has two passports, the mark will be made in both. If a person decides to return to Belarus, the mark in the passport will be canceled after registration at the place of residence.
The new rules for leaving Belarus for permanent residence abroad will come into force on November 24, 2023.
