       The Ministry of Foreign Affairs of Belarus commented on changes in the procedure for issuing documents by embassies and consulates, BELTA reports citing the department's website.

       A new procedure for issuing documents and performing notarial acts at Belarusian foreign institutions has been established.

       Presidential Decree No. 278 "On the Procedure for Issuing Documents and Performing Actions" comes into force on September 7. It amends the list of consular acts and administrative procedures performed by foreign institutions upon applications from citizens.

       The Foreign Ministry press service informed that embassies and consulates will continue to handle issues of citizenship, consular registration, registration of civil status acts, and оформления permanent residence outside Belarus. They will also continue to issue certificates for return to Belarus, certify wills, consents, refusals, attest the accuracy of copies, and the authenticity of signatures on documents.

       At the same time, embassies and consulates are no longer authorized to issue, exchange, or extend all types of passports and identification cards. Such actions can be carried out on the territory of Belarus.

       "Citizens who have оформлено permanent residence outside Belarus and are registered with foreign institutions on permanent consular registration will be able to apply for passport exchange at the main consular department of the Foreign Ministry or at the citizenship and migration department of the Internal Affairs Directorate at the place of last registration in Belarus (at the place of the last residence of parents — for persons who have not lived in the republic)," the press service said.

       The apostille will also be affixed at one of the competent authorities in Belarus (the Foreign Ministry, the Ministry of Education, the Ministry of Justice, and the main directorates of justice of the Minsk City Executive Committee and regional executive committees — depending on the type of document). Submission of documents is possible only in person by the owner or another person upon presentation of a power of attorney issued in the country.

       «Personal submission of documents to the interested authority is also provided for a number of other administrative procedures listed in the relevant annex to the decree (for obtaining registry office certificates, повторных certificates of registration of civil status acts (except for death), etc.)», — the Foreign Ministry added.

       Applications submitted before the decree comes into force are considered in the order that was in effect previously.
