    The new procedure for issuing documents. What will change for Belarusians living abroad?

       Alexander Lukashenko signed Decree No. 278 "On the procedure for issuing documents and performing actions." One of the main innovations concerns the issuance of passports to Belarusians living abroad — from now on, it will be possible to replace the document only by coming to Belarus.

       The current procedure for replacing passports allows this procedure to be carried out remotely, through an appeal to a consular institution abroad. According to the new decree, Belarusians living abroad will have to apply not to foreign institutions, but "to the internal affairs bodies at the place of last registration of residence" on this issue. In other words, you will have to go to Belarus and change your passport there.

       In addition, diplomatic missions and consular offices of our country will not be able to extend the validity of passports or exchange them.

       The decree provides a list of notarial actions that diplomatic and consular institutions can provide. These include certifying wills, consents and refusals, certifying the accuracy of copies of documents, signatures on documents, certifying the accuracy of translation of documents from one language to another, etc.

       Another important point is that the decree also regulates the procedure for alienation of real estate and cars. It will be possible to conclude property transactions upon personal appeal or on the basis of a power of attorney issued in the territory of Belarus.

       "The document is aimed at further improving the procedure for administrative procedures and optimizing the activities of diplomatic missions and consular offices of Belarus," the press service of the head of state reports. The decree will enter into force after official publication on the National Legal Internet Portal.

       Later, the decree was commented on by the Ministry of Foreign Affairs of Belarus.

       «Embassies and consulates will continue to handle issues related to citizenship, consular registration, registration of civil status acts, and the оформление of permanent residence outside Belarus. Diplomatic missions will continue to issue certificates for return to the Republic of Belarus, certify wills, consents, refusals, attest the accuracy of copies, and the authenticity of signatures on documents.

       Belarusian foreign institutions are no longer authorized to handle the issuance/exchange/renewal of all types of passports and identification cards. These actions can be carried out on the territory of Belarus», — the press service reports.

       In addition, the Foreign Ministry explained that the apostille will also be affixed at one of the competent authorities in the Republic of Belarus (the Foreign Ministry, the Ministry of Education, the Ministry of Justice, and the main directorates of justice of the Minsk City Executive Committee and regional executive committees — depending on the type of document). «Submission of documents for apostille affixing is possible only by the document owner or another person upon presentation of a power of attorney issued in the Republic of Belarus», — the ministry emphasized.

       At the same time, applications submitted by citizens before the decree came into force are being considered in the manner in force before its entry into force.
