    Travel from Belarus is prohibited: who it concerns and where to check

    Some Belarusians are prohibited from leaving the country. We tell you who these restrictions apply to and how to make sure that you personally can leave.

       This hypothetical situation is simply terrible: a Belarusian is trying to travel abroad, and suddenly it turns out at the border that he is strictly forbidden to leave his native country.

       Whereas a citizen, for example, bought a trip to the sea a long time ago or urgently decided to visit a sick relative abroad.

       In order to avoid such a scenario, you need to be absolutely sure that the restrictions on leaving the country do not apply to you.

       Where does it say about the ban on leaving Belarus

       In 2009, Law No. 49-Z was adopted, which regulates the departure and entry of Belarusians into the country.

       In the spring of this year, the document was supplemented, as reported by the portal Tochka.by .

       Law No. 49-Z specifies who is specifically prohibited from leaving the country. Or rather, to whom it is limited for a certain time – the document refers specifically to a temporary ban.

       The restriction itself is imposed in the interests of national security, public order, protection of morals, public health, and the rights and freedoms of others.

       Which citizens are not allowed to leave Belarus

       Article 7 of Law No. 49-Z lists the grounds on which Belarusians are temporarily prohibited from leaving the country.

       Such restrictions include Belarusians who evade military duty, face criminal charges, are registered with state security agencies, are under preventive supervision, and do not fulfill their property and tax obligations.

       As you can see, restrictions on traveling abroad are not arbitrary – each one is based on something, each one is supported by an official document that the citizen is aware of.

       For example, a summons from the military commissariat, a court order, or an executive document.

       Therefore, if a Belarusian, for example, needs to go to a Belarusian court to give testimony, if he has been released from prison and the police are now monitoring how he complies with the restrictions, or if he owes a lot of money in utility bills, alimony, and loans, then he will definitely be denied exit from the country.

       Only when the trial is over, the restrictions are complied with, the punishment is served, the money is paid, and so on, will the citizen's ban on leaving the country be lifted.

       The travel ban applies to officials and businessmen

       The temporary restriction on leaving Belarus applies not only to ordinary people, but also to certain officials and businessmen.

       These individuals, just like ordinary citizens, are well aware that they are prohibited from crossing the state border.

       For example, because they were previously warned about such a ban and signed special documents.

       Thus, according to Law No. 49-Z, it is forbidden for state agency employees who are aware of state secrets, debtors in cases of economic insolvency, and persons against whom claims have been filed in economic cases to leave the country.

       And according to the new rules of the year, leaders of law enforcement agencies and chairmen of regional executive committees cannot leave Belarus unless they have согласовали this issue with the president.

       Where to find out about the ban on leaving Belarus

       A citizen often learns about the temporary restriction on leaving the country at the border itself from the border guards.

       To prevent this mishap from happening, it's better to find out in advance whether there is such a ban on you.

       Ordinary citizens do not have direct access to the database of temporarily restricted travelers. Therefore, you will have to visit several websites and institutions.

       Firstly, if you have had or have any large debts, especially for uncancelled enforcement proceedings, go to the Electronic Register of Debts under Enforcement Documents and fill in the two fields there.

       The register is located on the website of the Ministry of Justice of Belarus. All information here is for reference, and it would be better to clarify it with the enforcement authorities.

       To avoid any confusion, the procedure for issuing information about debtors is also prescribed by the Ministry of Justice on its website.

       Secondly, if you have been involved in court as a witness, suspect, or defendant, register a personal account on the website of the Ministry of Internal Affairs.

       Thanks to this, you will be able to use the option "Check Travel Restriction from the Republic of Belarus".

       You can also check whether there is a restriction on leaving Belarus by personally contacting the Department of Citizenship and Migration of the District Police Department at your place of registration or actual residence.

       Here you can get a certificate stating that you are allowed to travel — an extra document in our country will not hurt.

       Remember also that border guards prohibit citizens from leaving the country if their passports are expired or generally unusable. For example, if the passport got very wet and all the signatures or stamps on it are smudged.

       And one more important point: when leaving the country, make sure that you are carrying exactly the amount of cash that does not need to be declared. The Tochka.by portal previously reported how much money can be carried in cash across the border of Belarus.
