    Belarusians will have to notify about foreign residence permits starting from July 11. For now, it's voluntary...

       In Belarus, an updated law on Belarusian citizenship comes into force on July 11. According to the changes, Belarusians will now have to notify about having a foreign residence permit, as well as other documents granting the right to benefits in another country. This was announced at a press conference at the National Press Center by the head of the Department of Citizenship and Migration of the Ministry of Internal Affairs, Aleksei Begun.

       "Another innovation has been introduced regarding the mandatory registration and notification by citizens of the Republic of Belarus about obtaining foreign citizenship, a residence permit, or any other foreign document that grants them the right to benefits or other advantages due to political, religious views, or national origin, including a residence permit. Of course, we receive numerous appeals from citizens regarding why and for what purpose this is being introduced: are you going to limit our rights? In fact, the citizenship law is immutable, which states that citizenship of another state is not recognized for a citizen of the Republic of Belarus. That is, those persons who have acquired (citizenship - note) and obtained a residence permit in a foreign country, in any case, are citizens of the Republic of Belarus with the entire complex of rights and prescribed duties provided for them by the Constitution and the law of the Republic of Belarus," he said.

       Begun added that first of all, this information is needed to comply with legislative norms that prohibit hiring persons with foreign citizenship or residence permits for public service and some other positions.

       "In addition, this information is intended for statistical collection in order to assess the actual mobility of our citizens, which citizens have foreign citizenship, as well as for the purpose of forming appropriate migration policy," he said.

       Currently, it is voluntary to notify about the presence of a residence permit and other documents granting certain rights in a foreign country within three months after receiving them. There are no sanctions for failure to notify. However, the ministry intends to see how Belarusians will comply with the provisions of the updated law and, if necessary, initiate the introduction of sanctions. According to Begun, the Foreign Ministry and the Interior Ministry will monitor how citizens will contact the internal affairs bodies or the diplomatic service, as well as how information will be collected through the electronic public services portal.

       «If, of course, citizens' activity is not very high, then in any case, the Ministry of Foreign Affairs will make proposals in order to somehow stimulate citizens to send us the corresponding notifications: either the introduction of appropriate responsibility or the establishment of certain control measures in relation to these persons who have the corresponding documents», he said.

       Begun expressed hope that Belarusians will comply with the requirements of the updated law voluntarily.

       How to do it

       According to Alexey Begun, head of the Department of Citizenship and Migration of the Ministry of Internal Affairs, there are three ways to report the presence of a foreign document:

       - personally contact the local police department. You need to provide an application stating the presence or refusal of a foreign document, as well as a copy of this document;

       - notify the Foreign Ministry by mail;

       - report the presence of a foreign document on the unified electronic services portal.
