Visa to Lithuania: Russians and Belarusians will have to answer questions about Ukraine

A special questionnaire has been prepared by the Department of Migration at the Ministry of Internal Affairs of Lithuania, the attitude to the events in Ukraine will be crucial for issuing a visa and residence permit.
The Department of Migration at the Ministry of Internal Affairs of Lithuania has prepared a special questionnaire for citizens of Russia and Belarus who wish to obtain a Lithuanian visa or residence permit, in it they need to express their attitude to the events taking place in Ukraine.
"Citizens of Russia and Belarus wishing to obtain a residence permit in Lithuania or national visas must fill out a special questionnaire, and the information provided in it will be crucial when making decisions about the stay of such persons in the country," the Lithuanian ministry said in a statement on its website.
It emphasizes that the questionnaires must be filled out by all citizens of the Russian Federation and Belarus who have already turned 18 years old. If you refuse to answer questions, you will simply not be accepted for a visa or residence permit.
"They will have to additionally answer questions and provide information about their education, previous place of work, service in the armed forces, business ties, contacts with government institutions of countries outside the European Union and NATO, as well as state their view on ... (Russia's special operation in Ukraine," the department said.
At the same time, the agency reserves the right to allow citizens of other countries to fill out similar questionnaires.
"A foreigner who wants to come to Lithuania and stay here, filling out a questionnaire, must be sincere and frank. Such a person is obliged to show that he is ready to cooperate with the state that accepts him and allows him to remain on its territory," the director of the department Evelina Gudzinskaite is quoted in the message.
She stated that such a questionnaire would be an additional "security filter" that would allow for the prompt identification of foreigners who "due to their activities in the past or links with undemocratic regimes" may pose a threat to Lithuania's national security.
If it turns out that the information provided by the foreigner is false or information is withheld, the document previously issued to him will be canceled, the department warned.
Statistics
They also provided comparative "visa" statistics for last year and 11 months of the current year.
Thus, in 2022, 22,890 permits were issued to Belarusian citizens and 5,127 were extended, in 2021 — 15,318 and 5,232, national visas — 19641 and 21360, respectively.
Russian citizens have already issued 3,415 residence permits in 11 months of this year, and 1,250 have been extended. Last year, the figures were 2,061 and 1,572 permits, respectively. Lithuania issued 2,769 national visas to Russians in 2022, and 2,858 in 2021.
Ban on accepting visa applications
As reported, in September, according to a resolution of the Seimas, Lithuanian foreign institutions stopped accepting visa applications from citizens of the Russian Federation and Belarus.
At the same time, the transit of foreigners following a special transit scheme through the territory of Lithuania is carried out in compliance with the conditions established by the Ministry of Foreign Affairs of that country and agreed upon in the border guard service.
