Ministry of Labor: Ukrainians who arrived in Belarus can receive child benefits and pensions

    21.09.2022
Citizens arriving from Ukraine have been granted the right to receive child benefits and pensions without submitting documents confirming that such payments have not been received on the territory of Ukraine. In addition, in order to facilitate employment for this category of citizens, the procedure for hiring is simplified. This is stipulated by the provisions of Decree No. 326 of September 14, BelTA learned from the Ministry of Labor and Social Protection.

       Pension provision

The Ministry of Labor explained that the decree grants the right to pension provision authorities to make a decision on awarding pensions to citizens who have moved from Ukraine for permanent residence in Belarus. At the same time, it is not required to submit documents confirming the termination of pension payments on the territory of Ukraine.

It is explained that before the decree was adopted, the issue of awarding a pension could be considered only after providing such a document, which is currently objectively impossible.

The issue of awarding a pension can be considered only on condition of permanent residence in Belarus, which is confirmed for foreign citizens, stateless persons - by a residence permit or a biometric residence permit, for citizens of Belarus - by an identification card or passport of a citizen of the republic.

Pensions for citizens who have moved to permanent residence from Ukraine will be provided according to the same standards and on the same terms as provided for by the law on pension provision for citizens of Belarus. The decision on the appointment of a pension will be made by the pension authorities on the basis of the submitted documents. For relevant questions, please contact the Department of Labor, Employment and Social Protection at the place of registration.

Assignment of benefits to families with children who arrived from Ukraine

Families with children who lived in Ukraine and arrived in Belarus for permanent or temporary residence have been granted the right to receive State child allowances. In this case, supporting documents on termination of payment (non-receipt) of benefits on the territory of Ukraine are also not required if they cannot provide them for objective reasons.

State benefits will be allocated in accordance with the legislation on state benefits for families raising children. At the same time, there must be a temporary residence permit for temporary residents and a residence permit in the republic, or a biometric residence permit for foreign citizens and stateless persons permanently residing in Belarus. For citizens of the country permanently residing in the republic, there must be an identification card of a citizen of Belarus or a passport. We are also talking about other necessary documents (for example, a child's birth certificate, a marriage certificate (for a full-time family), a divorce certificate or other document confirming the category of a single-parent family, a certificate stating that a citizen is a student, an extract (copy) from the employment record or another document confirming the employment of parents)., and others).

State benefits are awarded at the place of work (service), full-time education, or at the labor, employment, and social protection agency at the place of registration.

At the same time, foreign citizens and stateless persons who have received a temporary residence permit receive state benefits provided they are employed in Belarus.

       Employment opportunities

The procedure for hiring Ukrainian citizens and stateless persons who have resided in Ukraine and arrived in Belarus to obtain temporary or permanent residence permits has been simplified. When applying for a special permit issued by the internal affairs bodies, it is not necessary to obtain an opinion from the Committee on Labor, Employment, and Social Protection of the regional (Minsk City) executive committee on the possibility of a foreigner working.

In addition, when applying for a job, citizens of Ukraine who do not have a document of education (training) confirming their qualifications (rank) in the profession of a worker may be employed in the profession of a worker without appropriate documents. However, in the future, the employer will send them for professional training, retraining, and advanced training.
