Foreigners arriving in the Republic of Belarus are required to register with the registration authority at their actual temporary place of stay within ten days.
Registration is the responsibility of the foreigner.
In accordance with the concluded international treaties, citizens exempt from registration for a stay in Belarus up to 30 days from the date of entry are:
Citizens of the Russian Federation arriving in the territory of the Republic of Belarus are exempt from registration with the competent authorities at their place of stay for 90 days from the date of entry.

The period of temporary stay in the Republic of Belarus for a foreigner cannot exceed 90 days in a calendar year from the date of first entry into the Republic of Belarus in a visa-free regime, and in a visa regime it is determined by the period of validity of the issued visa.
According to the concluded international treaties, citizens of Lithuania, Latvia and Poland have the right to stay on the territory of the Republic of Belarus for more than 90 days a year (up to 90 days within 6 months, 180 days within a year) with a visa, and in a visa-free regime - citizens of Ukraine.
The period of temporary stay of a foreigner includes his actual stay in the Republic of Belarus. If less than 24 hours have passed between the foreigner's entry into the Republic of Belarus and his departure from the Republic of Belarus, each such period is counted as one day in the period of his temporary stay. Therefore, if a foreigner has a multiple-entry visa to the Republic of Belarus for 30 days up to a certain time, and he left and entered the republic twice or more within a day, then each such trip will be counted as one day.
A foreigner can register in the Republic of Belarus with the following registration authorities at the place of actual temporary stay:
Foreigners who have arranged accommodation in accommodation facilities or in residential rooms in agro-eco-estates on the basis of contracts for возмездного provision of services are not subject to registration regardless of the purpose of their entry into Belarus: tourism, business or private trip.
Note. Accommodation facilities include rooms and other spaces used by legal entities and individual entrepreneurs to provide accommodation services, such as rooms in hotels, aqua hotels, apart-hotels, motels, spa hotels, hostels, campsites, health organizations, sanatorium and resort organizations, as well as hunters' and fishermen's lodges, chalets, and bungalows.

Legal entities and individuals, including individual entrepreneurs, no later than three hours after actually providing residential premises for accommodation based on rental agreements, residential rooms in agro-eco-estates based on service provision agreements in the field of agro-ecotourism, garden houses and dachas based on lease agreements, multifunctional premises (business apartments) based on lease agreements, and accommodation facilities based on contracts for paid services to foreigners temporarily staying in the Republic of Belarus for a period of one day or more, submit information about such foreigners to the internal affairs body at the location of the specified residential and other premises.

Important! Foreigners temporarily staying in the Republic of Belarus are obliged to reside in the Republic of Belarus only at the place of temporary stay where they are registered.
Foreigners who have arrived in the Republic of Belarus for tourism purposes and are traveling within the territory of the Republic of Belarus in accordance with the tour program must register with the registration authority at the place of initial temporary stay for the entire period of the tour. If it is impossible to register a foreigner at the place of initial temporary stay for the entire period of the tour (for example, if according to the tour program the foreigner stays at a hotel in one locality for the first day and spends the remaining days of the tour hiking with overnight stops in different localities in a tent by the river or in the forest), registration must be carried out at the request of the host organization at their legal address.
If the place of temporary stay changes, foreigners are required to register with the registration authority at the new place of temporary stay within three working days, starting from the day of arrival at the new place of temporary stay.
Registration requires the personal presence of the foreigner, except for registration at the request of the host organization and registration of a minor foreigner.

Foreigners are registered on the day they submit their application.
Registration, as well as the extension of the registration period for foreigners, are carried out for a period not exceeding the insurance period.
Registration or extension of the period of temporary stay in the Republic of Belarus may be refused to a foreigner and/or the period of his/her temporary stay in the Republic of Belarus may be shortened, while the validity period of the visa and/or the period of his/her temporary stay are also shortened.
Grounds for refusal of registration and extension of temporary stay:
The foreigner is obliged to leave the Republic of Belarus within ten days from the date of his notification of the decision to shorten the period of his temporary stay.
If the period of temporary stay in the Republic of Belarus is reduced and there are no other legal grounds for staying in the Republic of Belarus, a foreigner is obliged to leave the Republic of Belarus within ten days from the date of notification of the decision to reduce the period of temporary stay.

A foreigner temporarily staying in the Republic of Belarus is obliged to leave the Republic of Belarus before the expiration of the visa or the period of temporary stay established by this Law, if at the time of expiration of these periods the foreigner has not had the period of temporary stay extended or has not received a temporary residence permit or a permanent residence permit.
Foreigners arriving at a checkpoint to leave the Republic of Belarus who do not have a valid visa are subject to administrative liability for violating the rules of stay in the territory of the Republic of Belarus, as well as the rules of transit travel (transit) through the territory of the Republic of Belarus, and leave the Republic of Belarus using a document for traveling abroad after being held administratively liable without a visa.
Since January 2, 2019, it has been possible to electronically register foreign citizens and stateless persons temporarily staying in the Republic of Belarus on the Internet through the unified electronic services portal portal.gov.by, without having to personally contact the internal affairs bodies. This administrative procedure is free of charge and available to foreigners who have entered the Republic of Belarus at checkpoints across the State Border of the Republic of Belarus.
Foreigners arriving in the Republic of Belarus through the State Border with the Russian Federation must personally contact the citizenship and migration department of the internal affairs body at their place of stay in Belarus for registration.
You will have to contact the citizenship and migration department in person at your place of stay in two cases: if a foreigner wants to extend the registration at the same address, issued in electronic form, or if he arrived in Belarus through the border with Russia.
A foreigner does not need to have confirmation of electronic registration with them. It is enough to inform, for example, an officer of the border service when leaving the country.
