The validity of the Agreement on Mutual Recognition of Visas between Belarus and Russia
Since January 11, 2025, the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on mutual recognition of visas and other issues related to the entry of foreign citizens and stateless persons has come into force, which regulates the procedure for foreign citizens to cross the Belarus-Russia common border.
What changes are provided for by this Agreement:
Exit with a single visa
Currently, foreign citizens can enter, exit, stay and transit through the territory of Belarus and Russia using a visa from one of the states, as well as a valid identity document.
Visa-free regime

If a visa-free regime is provided for foreign citizens in both Belarus and Russia, then a document proving identity is sufficient to enter and stay in both countries.
Differences in visa regimes
If there is a visa-free regime in one country and a visa regime in another, then to enter the latter and stay there, in addition to an identity document, a visa will be required.
Special permits
Foreign citizens who have a temporary residence permit, residence permit or document for attending an international event in one of the countries and an identity document can move around the territory of another state without a visa for the duration of such documents.
Work and study
If a foreigner is issued a permit to work, study or reside, he or she can carry out these activities only in the country that issued the permit.
The period of stay in the territories of the two states is calculated from the date of entry into the territory of the first of them.
Border crossing procedure
Foreigners can cross the border through:
— international checkpoints (automobile, railway, air);
— the land sections of the border specifically specified in the Agreement (Yukhovichi – Dolostsi (A-117 Opochka – Novopolotsk), Yezerishche – Nevel (M-20 Kiev – St. Petersburg), Liozno – Kruglovka (A-141 Vitebsk – Smolensk), Radishes – Krasnaya Gorka (M-1 Minsk – Moscow), Zvenchatka – Dubovichka (A-101 Bobruisk – Moscow), Selishche – Novozybkov (M-13 Gomel – Bryansk).
Crossing the land section of the Russian-Belarusian border by other routes is not allowed, and will be regarded as a violation of the state border.
Limitations and responsibilities
The Agreement does not cancel the obligation to register for migration. Each State retains the right to refuse entry or shorten the period of stay on its territory. The Agreement does not apply to foreign citizens who are restricted from entering the territory of one of the two States.
The order of entry of citizens of Ukraine
A special procedure for entry into the territory of the Russian Federation remains in place for citizens of Ukraine. According to the decision of the Government of the Russian Federation, Ukrainian citizens enter Russia through the checkpoint at Moscow Sheremetyevo Airport and the Ludonka automobile checkpoint in the Pskov region.
This Agreement creates prospects for the development of business, tourism and cultural cooperation between the Republic of Belarus and the Russian Federation.
