The order of employment of citizens of Ukraine in the Republic of Belarus
1. General rules of employment of foreign citizens in Belarus
Issues of employment of foreign citizens, including citizens of Ukraine, are regulated by the legislation of the Republic of Belarus, in particular: the Law of the Republic of Belarus "On Granting Refugee Status, Additional and Temporary Protection in the Republic of Belarus to Foreign Citizens and Stateless Persons" (No. 354-Z dated June 23, 2008).

The Agreement on labor activity and social protection of citizens of the Republic of Belarus and Ukraine, concluded between the Government of the Republic of Belarus and the Government of Ukraine in Minsk on 17.07.1995.
Citizens of Ukraine can work in Belarus under certain conditions. Depending on their status (refugees, persons with additional protection, temporary labor migrants), different legal norms apply.
2. When citizens of Ukraine do not need a special work permit
Citizens of Ukraine have the right to work in Belarus without a special permit if they:
• They are temporarily residing in the Republic of Belarus (based on the legal form of stay).
• They belong to the category of persons for whom a simplified employment procedure is provided (the list of such professions is established by Decree of the Ministry of Labor and Social Protection of December 12, 2024 No. 99).
3. In what cases is it necessary to obtain a special permit

If a citizen of Ukraine does not find employment in a simplified manner, a special work permit is required for employment. The registration of such a permit is carried out by the employer in accordance with the current legislation.

5. Documents required for employment
Depending on the mode of stay, citizens of Ukraine may need to find employment in Belarus.:
• Passport or identity document.
• Work permit (if required).
• An agreement with the employer.
• Diplomas and certificates of education (if necessary, proof of qualifications).
6. The employment process: the algorithm of actions
1. Job search through an employer, the state employment service or specialized websites.
2. Agreeing on the terms of employment and signing an employment contract.
3. Obtaining a work permit (if required).
4. Registration with the Ministry of Internal Affairs of the Republic of Belarus (if necessary).
7. Confirmation of diplomas and recognition of educational documents
Educational documents obtained in Ukraine can be recognized in Belarus if a number of conditions are met. Diplomas are confirmed in accordance with the Decree of the President of the Republic of Belarus dated 30.08.2014 No. 420 (as amended on 09/14/2022).
Russian translation of documents with notarization is required in most cases.
• Educational documents may require proof of qualifications.
