Foreigners who have arrived in the Republic of Belarus are required to register at the place of their actual temporary stay. Registration is the responsibility of a foreigner. The migration card is not filled in when entering Belarus. However, if a citizen of Ukraine is traveling in transit through Belarus to Russia, then the migration card is filled out.
I am a citizen of Ukraine. How and where are Ukrainians treated? Will I have to pay for medical services?

For citizens of Ukraine, the procedure for providing medical care is defined by the Agreement on the Provision of Medical Care to Citizens of the Member States of the Commonwealth of Independent States. According to this document, regardless of the legal status of a citizen in Belarus, medical care is provided in the following order::

After eliminating the threat to the patient's health or life, it is possible to transport him. Further medical care is provided on a fee basis.
Scheduled medical care for citizens in the territory of the State of temporary residence is provided for a fee.
Citizens of the CIS member states working under a contract (employment contract) are paid for scheduled medical care by the employer in accordance with the terms of the contract, or at the expense of personal funds of citizens.
My family is citizens of Ukraine. We have been permanently residing and working in the Republic of Belarus for the fourth year. We have insurance policies from our place of work, but we pay for services and treatment at the hospital. Is this legitimate on the part of the medical institution?
Ukrainian citizens working under an employment contract have the right to medical care at the expense of their employers on equal terms with citizens of the Republic of Belarus. The terms of medical care for immigrant workers must be specified in the employment contract or agreement between the foreign employee and the employer in Belarus. Non-emergency medical care in the territory of the Republic of Belarus is paid and can be covered by voluntary health insurance. This type of insurance is called "Voluntary Health Expense Insurance". That is, if you have Voluntary Health Expense Insurance issued by your employer in your name with some insurance company, then the actions of medical institution employees are unlawful, since all expenses are covered according to the issued insurance policy.

In the Republic of Belarus, immigrants can engage in labor activities if the available job vacancies are not occupied by citizens and foreigners permanently residing in the Republic of Belarus. Immigrant workers can engage in labor activities in the Republic of Belarus subject to:
— obtaining a special permit
— entering into an employment contract
A special permit is issued to a foreigner upon the request of an employer in the Republic of Belarus. The employer who invites a foreigner to work must apply for a special permit independently. The permit issuance period is 15 days.
It will also be necessary to obtain a temporary residence permit for the purpose of employment for the period of the foreigner's stay in Belarus. A sample employment contract can be viewed
here.

Or does this concern only the employer and the employee?
An additional agreement is an integral part of the employment contract. If the main employment contract is registered with the citizenship and migration office, then the additional agreement to the employment contract is also subject to registration there.
