Russia and Lithuania. Borders: who can enter and exit
The hotline of the NGO "Club of Business Women" for safe travel and stay abroad and combating human trafficking, supported by the International Organization for Migration in the Republic of Belarus, receives calls and inquiries every day asking to explain the current situation related to changes in border operations. Each of these people had planned trips in advance, and none of them could have predicted that there would come a time when it would be difficult to carry out simple manipulations: to travel to other countries or return home. In the last article, we talked about
who can enter and exit Ukraine, Poland and Belarus. Today we will talk about Lithuania and Russia.

Belarus - Lithuania: entry, exit, transit
The quarantine period in Lithuania has been extended until April 27, 2020.

— Foreign citizens (including Belarusians) whose family members are citizens of Lithuania can enter Lithuania: parents, guardians, spouses, children.
— Entry into Lithuania is carried out through some checkpoints: ONLY through the Budzisko (Poland)-Kalvarija, Grenztale (Latvia)-Salociняй checkpoints, as well as by ferry on the Kiel-Klaipeda route.
— Entry into Lithuania through checkpoints on the Belarusian-Lithuanian border is PROHIBITED.

You can leave Lithuania through checkpoints on the border with Belarus only by car or on foot, since there are no trains to Lithuania, and planes are also not flying. It is worth mentioning that in accordance with the resolution of the Council of Ministers of the Republic of Belarus dated March 25, 2020 No. 171, persons arriving in Belarus from countries with poor epidemic situation due to coronavirus must be in self-isolation at home for 14 calendar days from the date of arrival.
We also inform you that visa centers are currently not working. It is not possible to submit documents for a visa. As an exception, only crew members working for Lithuanian companies engaged in international commercial transportation or carrying out international commercial transportation by any means of transport can apply for visas at visa centers.
Truck drivers who show symptoms of illness at the Lithuania border may be denied entry. This does not apply to citizens of Lithuania and persons entitled to reside in the country.
Quarantine in Russia extended until May 1
Neither trains nor planes are currently operating. The border can be crossed either on foot or by private vehicle. Citizens of Belarus who have close relatives (i.e., "family members (spouses, parents, children, adoptive parents, adopted children), guardians, and trustees of citizens of the Russian Federation") in Russia will be able to enter the Russian Federation despite the temporarily closed borders. When crossing the border, copies of documents proving the relationship must be presented.
Here you will find all information related to crossing the Russian border. We also remind you that arrivals in Russia will be quarantined for 2 weeks. This rule applies to everyone without exception. Quarantine will be carried out either at home or in an observation facility.
Citizens of the Russian Federation will mostly be unable to enter Belarus — they simply will not be allowed to leave the country. In addition to diplomats and officials, an exception is made for those traveling to the Republic of Belarus for the funeral of a close relative. In this case, a copy of the death certificate and a document proving the relationship will need to be presented. Also, citizens of the Russian Federation traveling in transit to the LPR, DPR, Kaliningrad Region, diplomats, and those engaged in international cargo transportation can cross the border.
Having a Belarusian residence permit or children, spouses, and other close relatives does not give a Russian the right to travel to Belarus.
If we talk about citizens of the Russian Federation who have the right to leave Russia, they can cross the border of Belarus and Russia during the coronavirus and return to their homeland. Belarus freely allows Russians to leave, and Russia unhindered accepts its citizens. Upon arrival in the Russian Federation, it is necessary to fill out a form on the State Services website and undergo a 14-day quarantine.
Citizens of the Republic of Belarus can return to their homeland unhindered, as mentioned above, the border can be crossed either on foot or by private vehicle.
