Thousands of Belarusians go to work in Russia every year. This has become a common way of earning money for many of our compatriots. Statistics from the "hotline" of the NGO "Club of Business Women" show that the majority of victims of labor exploitation are Belarusians who worked in Russia. This can be explained by the fact that Belarusians most often go to work in Russia: there is no language barrier, and there is no need to apply for a visa. But in an attempt to seize the first available opportunity, one can run into unscrupulous employers.
For a long time, Belarusians could not travel abroad. Including to Russia. Recently, not only individual countries, but the whole world has undergone enormous changes and is now getting used to new conditions of existence. When Russia starts accepting guests again and providing job opportunities for foreigners, including Belarusians, Belarusians will rush to look for work. Our "hotline" has received calls requesting assistance on numerous occasions.
Since July 13, all restrictive measures have been lifted in Moscow, except for the ban on holding mass events. Citizens arriving in Russia (
citizens of these countries) do not have to undergo a two-week isolation due to the risks of coronavirus spread. All those entering Russia will have to provide a negative virus test certificate at the border.
Not all Belarusians plan their trip in detail. Most act on a whim. Whatever happens, happens. And they run into discrepancies: promises do not always match reality. Knowledge is the main tool in any life situation.

How to find an employer?
A Russian employer can be found without any navigation, for example, on the website of Rostrud
Federal Service for Labour and Employment. You can also contact legal entities and individual entrepreneurs in Belarus who have a license to provide employment services for Belarusians in Russia. The list of licensees can be found on
the website of the Ministry of Internal Affairs of the Republic of Belarus. When getting a job in Russia through licensees, remember that it is necessary to conclude a service agreement that spells out the obligations of the parties. According to the legislation of the Republic of Belarus, the services of legal entities and individual entrepreneurs for employment are subject to full payment only after the conclusion of an employment contract with the employer. You should also receive a document confirming payment for services to legal entities and individual entrepreneurs. If necessary, this will enable you to recover material and moral damages through the court.
How to properly formalize an employment contract?
The employer must enter into an employment contract with the client, stipulating all the conditions: the duration of the contract, the place and nature of the work, the amount of working time, the salary, including payment for weekends and holidays, night and overtime work, the amount of bonuses, allowances, deductions, and professional development. All these points must be stipulated initially. If the employer promises free travel or accommodation, this must also be stipulated in the contract. When getting a job in Russia through licensees, the responsibilities for formalizing the employment contract between the employee and the employer are assigned to them (legal entities and individual entrepreneurs).
Where to go if labour relations are violated in Russia?
If your rights have been violated by the employer, you can contact the State Labour Inspectorate in Russia. You can find the necessary address and phone number yourself on
the Rostrud website of the Federal Service for Labour and Employment. Also, through the website (electronic appeal), you can file a complaint in writing, or contact the hotline of the Federal Service for Labour and Employment at +7 800 707 8841 (the call is free within Russia) to resolve any issues.
Is medical care paid or not?
Since January 1, 2017, according to the Treaty on the Establishment of the EAEU, working Belarusians (including those temporarily staying) can obtain a free compulsory medical insurance policy and go to public clinics for free on an equal basis with Russians.

In Russia, the policy is issued by compulsory medical insurance companies (insurance companies) that operate in the field of compulsory medical insurance. A citizen of Belarus independently chooses the insurance company in which it is convenient for him to obtain a compulsory medical insurance policy, regardless of his place of registration.
To apply for a compulsory medical insurance policy, a Belarusian citizen must go to the compulsory medical insurance policy issuing office and write an application.
The application form must include the following information:
- The surname, first name, and patronymic of the citizen of Belarus;
- Indicate gender;
- Date of birth and place of birth;
- Specify the citizenship of the applicant;
- SNILS number (Insurance Individual Account Number);
- Passport details, or other details of the identity document of the citizen of Belarus;
- Employment contract details must be specified, including the start date of the employment contract and the end date;
- Information about the place of stay, as well as the period of stay;
- Contact information of the applicant for communication: phone number, email address.
- The validity period of the compulsory medical insurance policy is until the end of the calendar year, but not more than the validity period of the concluded employment contract.
The following documents are required to apply for a policy:
- Passport;
- Copy of the employment contract;
- SNILS pension insurance number;
- Copy of temporary registration at the place of stay.
You must have all of the above items. If at least one of the documents is missing, obtaining compulsory medical insurance is impossible, and accordingly, medical services will be paid.
