    Can a foreigner arrive from Russia under a visa-free regime?

    These days, many inquiries are coming in through electronic communications and the numbers 8-801-201-5555, +375162218888 and 113, asking for advice on what and how exactly things have changed in the Союзное государство due to the coronavirus pandemic, as well as: "Is it possible for a foreigner to fly from Russia under the visa-free regime?".

    Since November 1, due to the rapid spread of the virus infection, the Republic of Belarus has temporarily restricted the entry of foreigners and stateless persons.

    The restrictions do not apply to foreign citizens crossing the border with diplomatic and service passports; also heads and members of official delegations; foreigners providing international безвозмездную assistance to Belarus; drivers performing international road transportation, as well as transportation of international mail; train crews, locomotive crews of international railway services and crew members of inland water vessels.

    Also, citizens of Russia traveling in transit through Belarus to Russia, as well as foreigners traveling in transit through Belarus in accordance with the intergovernmental agreement between Belarus and Ukraine on simplified passage of the Slavutich - Chernobyl NPP highway section, which passes through the territory of Belarus, can cross the Belarusian border.

    Border crossing is allowed for employees of the Chernobyl NPP and enterprises operating in the exclusion zone, as well as foreign specialists involved in the implementation of international projects to close the Chernobyl NPP. Vehicles serving the station can also cross the border.

    Another category of citizens who are exempt are foreigners who are spouses, parents or children of Belarusian citizens; foreigners who have the right to permanent or temporary residence in the republic; foreigners who have official confirmation of employment in Belarus; foreigners who have provided notification of the death or illness of a relative, as well as foreigners transporting organs for transplantation or stem cells. Citizens of the Russian Federation can also enter Belarus if they are traveling through the country in transit to Russia.

    The restriction does not apply to those arriving in Belarus through Minsk National Airport.

    The 30-day visa-free regime is available to citizens of dozens of countries around the world

    At any time, you can stay at any location in Belarus, but you must leave the country by plane – through Minsk National Airport. This rule does not apply at land borders at international checkpoints and other airports in the country. The visa-free entry of foreigners to Belarus does not apply to those arriving from Russian airports, as well as those planning to fly to Russian airports.

    The visa-free regime does not apply to citizens who are going to visit Belarus for employment, study (the duration of which exceeds 30 days), or conducting commercial activities.

    Who needs registration?

    Foreigners arriving in the Republic of Belarus are required to register at their actual temporary place of stay within ten days.

    Registration is the responsibility of the foreigner. You can register either by contacting the Department of Citizenship and Migration in person or online on the unified portal of electronic services (portal.gov.by) for free.

    In accordance with the concluded international treaties, citizens of some countries are exempt from registration for a stay in Belarus up to 30 days from the date of entry, more details here.

    How to make registration?

    Temporary registration for Russian citizens is issued for a year. An interesting fact is that a visiting Russian does not need to provide justification to be in Belarus for a certain period of time.

    It is important to know that the registered person must live at the address specified during registration. If there is a need to change the address, the foreigner is obliged to report this to the relevant authorities.
