As of today, Latvia, Lithuania, Poland, and Ukraine have closed their borders and stopped international transportation. During the quarantine period, air travel is canceled, and railway and bus routes are suspended.
Belarusian borders, in turn, are open. Any resident of our country can return to their homeland. Upon arrival from countries that are considered unfavorable, and there are many such countries now (and literally more every day), a Belarusian will most likely be placed in quarantine.

"In fact, Belarusians currently abroad find themselves practically cut off from the opportunity to return home via transit through many countries.
All cases are monitored by the Foreign Ministry and Belarusian diplomatic missions around the clock. Active assistance is provided in finding alternative routes to return home. Additional ground routes are being organized, appropriate flights by Belavia are carried out with larger aircraft if necessary, and other measures are being implemented.
As for citizens who were caught in another country by the epidemic and find themselves in a situation where their visa is about to expire, they must urgently contact the migration service of the country in which they are located."
INSURANCE
Coronavirus is not an insured event. A meeting was held at the Belarusian Insurance Association with representatives of insurance companies. Issues such as insurance contracts for illnesses and accidents that tourists take out before traveling abroad were on the agenda.
It was said at the meeting that the pandemic can be a reason for refusing to cover expenses. The situation was explained by Irina Merzlyakova, the CEO of the Belarusian Insurance Association. Quote: «However, the health and protection of our citizens are the most important, so the insurers unanimously decided: if something happens to those citizens who have an insurance contract and who are currently abroad, including being diagnosed with COVID-19, the insurance company will pay for the necessary clinical and diagnostic studies and medical care on an outpatient and inpatient basis.
The insurance contract covers expenses only in case of harm to the insured person's health as a result of a sudden illness or accident. I would like to note that quarantine is at the expense of the state, which decided to send a person into isolation. But if a person falls ill during this time, then the expenses will be covered by insurance».

How to enter Belarus from Germany as of today, 03/15/2020?
