Investment citizenship – what is it?

Investment citizenship was invented in order to grant foreigners citizenship within a reduced period of time for investments of a certain size and in a simplified manner. This is a fairly effective way to attract investors to the national economy. This scheme has been successfully implemented in Turkey since 2018.
First things first – we buy real estate
Planning to stay on Turkish territory for more than 3 months? You will need to obtain a residence permit (RP) – official permission allowing a foreigner to legally live on the territory of the Turkish state for 1 year or more. To get an «ikamet» (local name for RP), a foreigner must, for example, buy local real estate worth at least $250,000 and not sell it for 3 years. It is not possible to work in the country with such a document. If you want to combine work, leisure, and business, you will additionally need a work permit.
When registering properties for citizenship, it is important:
– The immovable property must belong to a Turkish individual or legal entity; it cannot be bought from a foreigner.
– The source of funds for investment must be self-financed. It is not possible to use credit or mortgage.
– The minimum value of the property must be stated in the title deed and confirmed by an appraisal from an accredited company. If a certified appraiser does not confirm that the property is worth at least $250,000, then the property will not be able to participate in the «citizenship by investment» program.
– The money must be officially transferred from the buyer's account to the seller's account.
– Keep an eye on currency exchange rates and make sure the numbers match at each stage of the transaction. The price is indicated in lira in the document confirming ownership of the purchased property (TAPU). And the Turkish currency is currently unstable. This means there's a risk of missing the mark and choosing a property that will be worth less than the required $250,000 at the time of the transaction. If you make a mistake, your citizenship application will be rejected.
After purchasing real estate, we apply for a residence permit
Once the transaction is complete, a certificate is issued confirming the fulfillment of all investment obligations. It is issued by the General Directorate of Cadastre. After receiving the certificate, you can apply for a residence permit. Apply for a residence permit at the Immigration Office. here. The process of obtaining a residence permit has begun! All that remains is to wait one and a half months and the residence permit card will be ready. The holder of the residence permit card becomes a tax resident of the country and is obliged to pay taxes.
If the owner of the property receives a residence permit as the owner, then other members of his family are automatically granted the same rights, except for children over 18 years of age.
Residence permit based on a rental agreement. What's the catch?
You can also apply for a residence permit based on a rental agreement. Essentially, it is a tourist visa and does not give you any rights, including the right to obtain citizenship after 5 years. Renting an apartment in Turkey gives you the right to apply for a residence permit ("ikamet") for only six months. In the future, your application for extending this type of residence permit may be denied. Therefore, after 6 months, you will need to make a serious decision. If you plan to stay in Turkey, it's worth finding a job or purchasing real estate.
The final step towards citizenship
"Ikamet" obtained based on the purchase of property is an intermediate step in the process of obtaining Turkish citizenship. Every immigrant has the right to apply for Turkish citizenship. An application form is filled out, and a package of documents is collected. When applying for an internal and international passport, personal presence will be required – fingerprints will be taken.
Foreigners obtaining citizenship through the purchase of real estate do not need to undergo an interview, take an oath, or pass a Turkish language proficiency exam. They will not be required to renounce their previous citizenship.
